4.6 Stage 6- Close Out and Evaluation Description: 4.6.1 Project closeout: It is the final stage of a project during which the stakeholders signify full acceptance of the project’s completion, without outstanding reservations, and in so doing accept that project funding is no longer available. †¢ Prerequisites for closeout include: The plant, facility, addition or alteration (i.e. the project) is commissioned and any needed Performance Test completed; †¢ Deficiencies identified at the Mechanical Completion stage, or subsequently, have all been corrected / resolved; †¢ All drawings have been completed to As-Built status †¢ The Hand-over Acceptance Certificate has been signed by the Business Unit. 4.6.2 Evaluation: Evaluation is the process of comparing actual performance factors against the design basis and cost estimate established during DBM development. The evaluation is conducted to confirm that the project has satisfied the deliverables expressed in the Project Charter and the Business Case. †¢ Elements evaluated include: †¢ Production Rate †¢ Product Quality †¢ Ease of Start-up and Operation †¢ Operating Flexibility †¢ Return on Investment †¢ Project Cost †¢ Project Completion Date †¢ Safety Statistics A key deliverable from the evaluation process is Lessons Learned.
